Approval Process

Any major construction project like Three Rivers Energy Center goes through a number of development and review steps at the local, state and federal levels to ensure that the public has ample opportunity for comment and questions. The permitting process is extensive and normally requires at least 18 months to complete.

At the local level, CPV works with local governments on issues regarding the design and actual physical construction of the project. Building a strong partnership with the host community is critical to long-term project success. As part of this process, CPV conducts multiple project briefing meetings, hosts informational open houses and other forums where the community can learn more about the project and provide important feedback.

On the state level, several reviews are required as part of the permitting process. The Illinois Environmental Protection Agency has jurisdiction over areas such as wetlands protection, water quality, air quality permits, and land development. The Illinois Department of Transportation has jurisdiction over transportation permits, and use of state road rights-of-way. The Illinois Department of Natural Resources has jurisdiction over water use and other matters, and the county and local townships have jurisdiction over new access points into the project site.

At the federal level, approvals will be needed from the U.S. Army Corps of Engineers, the Department of Interior’s U.S. Fish & Wildlife Service and the Federal Energy Regulatory Commission.

Throughout the process, CPV will continue to communicate our progress and keep stakeholders and the general public informed about the project, especially when there are opportunities for local input.
